Austin has recently overhauled how it charges for fixed food enterprise permits — the annual permits required for brick-and-mortar restaurants, cafes, bakeries, commercial kitchens, and other permanent food service establishments. The key shift is toward a sales-based permit fee structure, replacing the older employee-based system. New fees are effective October 1, 2025. What “Fixed Food Enterprise Permit” Means

A fixed food enterprise is any food business that prepares, serves, or sells food from a permanent location. This includes:

These operations must obtain an annual permit from Austin Public Health’s Environmental Health Services (EHS) before opening or continuing operations.

If your business does not meet standards on its initial inspection and an additional visit is required, Austin charges a re-inspection fee:
